This research explores how the application of Total Quality Management (TQM) practices promotes institutional innovation within public sector entities in the Sultanate of Oman. As a comprehensive managerial framework, TQM prioritizes continuous process improvement, active employee participation, and customer satisfaction to cultivate creativity and strengthen organizational capacity for innovation. The study targeted employees from various government entities in the Sultanate of Oman. Data were collected from a sample of 320 employees using a structured electronic questionnaire. Adopting a descriptive-analytical research design, the study generated several significant findings regarding the relationship between Total Quality Management practices and institutional innovation. Most notably, a significant relationship was found between the implementation of TQM principles (such as top management commitment and strategic planning, customer focus, process improvement, and review and evaluation) and institutional innovation. The findings suggest that the effective implementation of TQM practices can foster institutional innovation by encouraging innovative thinking, enhancing employee participation, and creating an organizational environment that supports the generation and implementation of new ideas within government entities.
