The Effect of Green HRM, Green Transformational Leadership and Green Work Engagement on Green Creativity in the Greater Amman Municipality (GAM), Jordan

Environmental sustainability challenges increasingly require public-sector organizations to promote environmentally responsible work behaviors and the generation of innovative green ideas among employees. As Jordan's largest municipal institution, the Greater Amman Municipality (GAM) plays a pivotal role in supporting environmental initiatives and sustainable urban development. This study explores the factors influencing green creativity among GAM employees through an integrated framework grounded in the Ability–Motivation–Opportunity (AMO) and Job Demands–Resources (JD-R) theories. It examines the relationships between Green Human Resource Management (GHRM) practices — such as green recruitment and selection, green training, and green performance management — and Green Transformational Leadership (GTL) with green creativity, alongside the mediating role of Green Work Engagement (GWE) and the moderating role of Individual Green Values (IGV).
Jordan's commitment to environmental sustainability, reflected in the Ministry of Environment's strategic goals and the country's Economic Modernization Vision, underscores the importance of this research. By providing insights into how GHRM practices and green leadership foster green creativity, this study offers valuable guidance for policymakers and municipal leaders in cultivating green innovation that supports Jordan's national sustainability objectives.
