This study examines the role of moderate religious discourse in achieving security development by analysing Qur’anic texts, Prophetic traditions, and selected juristic discussions on security, worship, and social stability. The article addresses the claim that sound religious discourse is not merely a matter of preaching style, but a substantive means of shaping public understanding, protecting society from extremism, and fostering stability among both Muslims and non-Muslims. Using an analytical-deductive method, the study analyses key Islamic texts on security as a divine blessing, a legal deterrent against public violence, and the dependence of worship on conditions of safety and public order. The study finds that moderate religious discourse contributes to security development by promoting balanced interpretation, deterring violence and social fear, and clarifying that Islamic worship and public life can only flourish under conditions of safety, justice, and stability. It concludes that moderation in religious discourse is not a peripheral ethical preference but a necessary framework for achieving sustainable security development in contemporary societies.
