UAE Disaster Emergency Management: Fujairah as a Case Study

This study examines the disaster emergency management framework of the United Arab Emirates (UAE), with a particular focus on the Emirate of Fujairah as a case study. The research explores the concepts and elements of integrated emergency management, including prevention, preparedness, response, and recovery, and evaluates their application within the UAE context. The study analyzes the role of the National Emergency Crisis and Disaster Management Authority (NCEMA), the National Response Framework, and the legal and institutional arrangements that govern emergency management activities. Fujairah was selected due to its vulnerability to multiple hazards, including earthquakes, flash floods, cyclones, and technological risks associated with oil transportation. The findings indicate that the UAE has established a comprehensive emergency management structure based on international standards; however, challenges remain regarding preparedness planning, coordination, and vulnerability reduction. The study concludes that strengthening contingency planning, enhancing community awareness, and improving inter-agency collaboration are essential to increasing resilience and ensuring effective disaster risk management in Fujairah and across the UAE.
