The Empowerment Framework: A Grounded Theory of Training and Volunteer Readiness in the Malaysian Volunteer Department (RELA)

The Malaysian Volunteer Department (RELA) serves as a vital pillar of national security by bridging the gap between professional security forces and local communities. While traditional training structures within such quasi-military organizations heavily emphasize compliance and discipline, the operational transition toward agile, community-based crisis responses requires a deeper focus on individual empowerment. This study explores how organizational training shapes both structural and psychological empowerment among RELA personnel, directly affecting their operational readiness and field performance. Adopting a qualitative design rooted in Constructivist Grounded Theory, data were gathered through participant observations and in-depth interviews across multiple institutional levels, from top management to frontline grassroots volunteers. The findings reveal that when instructional designs incorporate high-fidelity simulations, mentorship, and peer validation, training moves beyond basic technical skill acquisition to foster true psychological ownership and personal autonomy. By analyzing the real-world experiences of these personnel, this study uncovers a cyclical reinforcement loop where structural organizational supports translate into an enhanced sense of meaning, competence, and proactive community stewardship. Ultimately, this research offers a culturally situated framework that integrates local collectivism and loyalty with modern human resource practices, providing actionable insights for policymakers dedicated to cultivating a robust, professionalized, and resilient volunteer workforce.
