Between 2016 and 2019, the number of juvenile offenders involved in delinquent behaviors increased. Since 2019, the time limit for the criminal responsibility of minors has increased from eight to twelve years. Subsequently, amid the coronavirus pandemic, the number of juvenile offenders involved in the majority of offenses decreased. However, the situation has worsened overall from 2022 to the present day, both in terms of the type and number of offenses committed and the number of juvenile perpetrators. Therefore, the state reacted dynamically by reforming the legislative framework, strengthening the role of the school, reinforcing safeguarding measures and strengthening the structures and methods of supporting minors.
